Based on this Perpres, the position of deputy TNI commander is aimed at high ranking officers with the rank of general or four star.

President Joko Widodo revived the post of Deputy TNI Commander. The post, which was removed during the era of President Abdurrahman Wahid or Gus Dur, will be occupied by a four-star high-ranking TNI officer.

The decision was contained in Presidential Regulation No. 65 of 2019 concerning the Organization Structure of the Indonesian National Army (TNI). The existence of Deputy TNI Commander is stated in Article 13 paragraph (1). (Read the contents of the Perpres on this link)

"TNI Headquarters includes: a. Elements of leadership consisting of: 1. Commander in Chief; and 2. Deputy Commander in Chief," reads the Perpres, quoted from the official website of the State Secretariat, Thursday (11/07/2019).

Based on this Perpres, the position of deputy TNI commander is aimed at high ranking officers with the rank of general or four star.

In the Perpres it was stated that the deputy commander was the coordinator of the formation of TNI forces in order to realize interoperability/Tri Matra Integrated, which was located below and was responsible to the TNI commander.

The duties of the deputy commander are: Assisting the implementation of the commander's daily duties, providing advice to the commander regarding the implementation of national defense policies, developing TNI posture, developing doctrine, military strategy and fostering TNI strength and using TNI forces.

In addition, the deputy commander is in charge of carrying out the duties of the commander if the commander is temporarily unavailable and/or permanently unable to, and carries out other tasks ordered by the commander.

The position of Deputy TNI Commander last appeared 20 years ago. This position was removed by Gus Dur through a Presidential Decree dated September 20, 2000.

The last deputy commander was held by Fachrul Razi.  After Fachrul Razi was retired, the current President Abdurrahman Wahid or Gus Dur removed the post of deputy TNI commander.  Fachrul Razi now serves as minister of religion in the Advanced Indonesian Cabinet.
